Hong Kong\u2019s top cybersecurity event, the Cyber Security Summit Hong Kong 2025<\/strong>, kicked off this week with a clear message: artificial intelligence is reshaping the way governments and businesses defend against cyber threats.<\/p>\n\n\n\n Jointly organized by the Hong Kong Productivity Council (HKPC)<\/strong> and 13 regional cybersecurity organizations, the two-day summit \u2014 held November 6\u20137 at the Hong Kong Convention and Exhibition Centre \u2014 marked its 22nd year under the theme \u201cFuture-Proofing Digital Infrastructure: Harnessing AI for Enhanced Security and Resilience.\u201d<\/em> The event drew over 1,200 participants<\/strong> from Hong Kong, mainland China, and overseas, reflecting growing regional collaboration around AI-driven digital security.<\/p>\n\n\n\n \u201cWe are facing a new reality where seeing is no longer believing,<\/strong>\u201d said Emil Yu<\/strong>, Deputy Chairman of HKPC, at the opening ceremony. \u201cFrom January to September 2025, HKCERT handled over 11,981 security incidents<\/strong>, with phishing surging 55% year-on-year<\/strong>\u2014a sign of how AI is fueling an explosion in cyber threats.\u201d<\/p>\n\n\n\n Yu added that traditional cyber defenses are \u201cno longer sufficient\u201d in the age of AI. HKPC, he said, is working to build a \u201crobust local cybersecurity services ecosystem\u201d in line with China\u2019s 15th Five-Year Plan<\/strong>, aiming to strengthen Hong Kong\u2019s digital infrastructure and cultivate cybersecurity talent.<\/p>\n\n\n\n Government Pushes Ethical AI, Stronger Security Frameworks<\/strong><\/strong><\/p>\n\n\n\n At the summit, Tony Wong<\/strong>, Commissioner for Digital Policy of the Hong Kong SAR Government, outlined the city\u2019s efforts to balance innovation with security. He highlighted the rollout of the Ethical AI Framework<\/strong> and the Hong Kong Generative Artificial Intelligence Technical and Application Guideline<\/strong>, part of the government\u2019s broader push to promote responsible AI use.<\/p>\n\n\n\n \u201cEmerging technologies bring immense opportunities but also new ethical and cybersecurity challenges,\u201d Wong said, emphasizing Hong Kong\u2019s goal of becoming a \u201cresilient digital city\u201d through stronger public-private collaboration.<\/p>\n\n\n\n AI-Enhanced Threat Detection on the Rise<\/strong><\/strong><\/p>\n\n\n\n According to the Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT)<\/strong>, phishing attacks accounted for more than 6,500 incidents<\/strong>, or 55% of total cases, between January and September 2025 \u2014 a 22% increase<\/strong> from a year earlier. Total cybersecurity incidents reached 12,536 in 2024<\/strong>, up sharply from an annual average of 8,000 between 2020 and 2023.<\/p>\n\n\n\n To counter the surge, HKCERT has ramped up its use of AI-powered threat detection, completing 2.4 billion scans<\/strong> by September 2025 and flagging multiple high-risk websites. HKPC said it continues to integrate AI tools and data analytics into its security assessments and audits to help organizations identify vulnerabilities and mitigate risk.<\/p>\n\n\n\n Connecting Businesses with Certified Cybersecurity Providers<\/strong><\/strong><\/p>\n\n\n\n In a bid to strengthen the city\u2019s defense ecosystem, HKCERT recently launched the Cybersecurity Service Providers Connect Programme<\/strong>, a one-stop initiative that links businesses \u2014 particularly SMEs \u2014 with vetted cybersecurity firms. The program has so far certified 18 service providers<\/strong> across four key categories: internet security, security assessment, managed services and incident response, and cybersecurity training.<\/p>\n\n\n\n All certified providers are listed on a dedicated HKCERT portal to help companies \u201csave time and reduce mismatch risk,\u201d the council said.<\/p>\n\n\n\n Nurturing Next-Gen Cyber Talent<\/strong><\/strong><\/p>\n\n\n\n Beyond technology, HKPC is also focused on developing local expertise. Together with HKCERT and the Digital Policy Office, it will co-host the sixth annual HKCERT Capture the Flag (CTF) Challenge<\/strong> later this month. The competition will include categories for secondary schools, universities, and open international participants, aimed at boosting hands-on cybersecurity skills among young professionals.<\/p>\n\n\n\n Building a Resilient Digital Future<\/strong><\/strong><\/p>\n\n\n\n HKPC said it plans to continue strengthening Hong Kong\u2019s cyber resilience through three pillars \u2014 technology, collaboration, and talent<\/strong>.
